In too many classrooms, students fall behind in reading long before they’re ever identified for help. Without systematic, evidence-based instruction and timely intervention, they lose confidence, miss critical milestones, and face long-term academic consequences.
New Mexico educators and leaders recognize this and they’re taking action. In 2019, the New Mexico Public Education Department (NMPED) adopted a Structured Literacy initiative grounded in the science of reading, declaring that literacy is a civil right. Backed by a $40 million Comprehensive Literacy State Development Grant (CLSD), New Mexico leaders are committed to delivering high-quality instruction, professional learning, and the tools educators need to ensure every student becomes a confident reader and writer.
A Framework Built on the Science of Reading
New Mexico’s Statewide Literacy Framework offers clear, research-based guidance for educators. It recognizes that literacy includes reading, writing, listening, and speaking, and calls for instruction that is systematic, explicit, and grounded in evidence.
This approach is reshaping classrooms across the state by:
- Implementing high-quality, evidence-based ELA curriculum
- Expanding the number of trained reading intervention teachers
- Offering rigorous, ongoing professional learning for educators
- Creating opportunities for families to engage in literacy at home
The framework acknowledges reading development is not tied to age or grade, but to stages of mastery. Educators are expected to recognize where each student is on that continuum and respond with targeted support.
