The Power of MTSS/RtI Frameworks

What is MTSS and RtI?

The idea that students may need different levels of support came with the reauthorization of the Individuals with Disabilities Education Act and included an amendment called “response to intervention.” Initially, RtI was implemented to provide strategies for students identified as having a learning disability then later became a way to monitor student growth for a period of time. MTSS is a framework in education that provides academic, behavioral, and social-emotional support to students through a tiered system, from universal instruction for the largest group of students (i.e., Tier 1) to intensive, individualized support for those with significant needs (i.e., Tier 3). 

According to the NEA, “the MTSS framework is a proactive approach to identifying students with academic or behavioral needs.” MTSS is a team-oriented system to support educators’ concerns and provide suggestions about how to help students succeed in general education settings. This system of support begins with data gathered through evaluations to identify students’ needs early allowing for targeted interventions and improved outcomes.
